Project Vision 21

Project Vision 21, established in 1997, is the primary platform through which much of my applied work has been developed over the past three decades. Based in the Denver metropolitan area, it is a bilingual consulting and communication initiative focused on engaging diverse communities—particularly Spanish-speaking populations—in meaningful, informed, and culturally responsive ways. Through this work, I have brought philosophical reflection into direct contact with real-world challenges, especially in contexts where communication, trust, and understanding are essential.

The work carried out through Project Vision 21 centers on strategic communication, community engagement, and narrative framing. This includes designing culturally responsive outreach strategies, facilitating dialogue between institutions and communities, and translating complex technical or policy-related information into accessible and relevant language. Over the past 30 years, I have created and/or translated thousands of documents in Spanish—ranging from press releases and websites to surveys, presentations, and public-facing materials—used by corporations, government agencies, and nonprofit organizations across Colorado.

My role within Project Vision 21 has been to provide conceptual and strategic direction, ensuring that each initiative is grounded in clarity of purpose and sensitivity to context. This involves framing key questions, designing engagement strategies, and guiding communication processes so that they resonate across linguistic, cultural, and experiential differences. The work is therefore both practical and interpretive, combining implementation with a sustained attention to meaning and understanding.

This approach has been applied across a wide range of projects, including large-scale transportation and infrastructure initiatives such as the Transportation Expansion Project (T-REX), the Denver Moves Everyone 2050, and the Federal Boulevard Bus Rapid Transit (BRT) Project, as well as municipal and regional planning efforts such as the East Greeley Subarea Plan and the Garden City Comprehensive Plan. In these contexts, my work has focused on reaching historically underrepresented communities, designing engagement strategies grounded in trust, and ensuring that community input becomes meaningful and actionable within planning processes. For example, in the Denver Moves Everyone 2050 plan alone, nearly 1,000 participants from traditionally underserved communities contributed input through engagement strategies I helped design and implement .

Across these projects, the central challenge has rarely been simply to inform. It has been to create meaningful connections between institutions and the communities they serve, particularly in moments of change, uncertainty, or limited trust. This has required not only technical communication, but also a more in-depth understanding of narrative, perception, and cultural context.

While Project Vision 21 represents the applied and collaborative dimension of my work, my broader practice extends into philosophical reflection, narrative transformation, and advisory work with individuals, leaders, and organizations. Together, these dimensions form a continuous field of inquiry and practice—one in which ideas are not only developed, but tested, refined, and made operational in real-world situations.

Transportation Expansion Project (T-REX) (Metro Denver)
  • Led Hispanic/Latino outreach as part of the public information team for a $1.67B, 17-mile highway and light rail expansion.
  • Produced bilingual media (radio, video) and translated key project communications.

Denver Moves Everyone 2050
  • Designed and implemented equity-centered outreach for Denver’s long-range transportation plan.

Federal Boulevard Bus Rapid Transit (BRT) Project (Denver)

  • Developed the bilingual Information Navigators Manual for community-based engagement.
  • Conducted direct outreach with residents, businesses, and community organizations.

  • Designed bilingual outreach strategy adopted by the City of Greeley.
  • Focused on overcoming trust, cultural, and economic barriers to participation.

Garden City Comprehensive Plan (Kansas)

  • Supported comprehensive planning through bilingual communication and outreach.
